(c) A commissioner is not deemed to be personally
concerned if the matter affects the general interests of the
persons or the institutions whom he specially represents as
a commissioner.
(a) If any question shall arise as to the eligibility of
a member to vote or take part in a discussion the matter shall be
decided by votes of the remaining members present.

No matter or thing done, and no contract entered into
by the Port Trust, and no matter or thing done by any commissioner
or by any other person whomsoever acting under the direction of
the Port Trust shall, if the matter or thing was done or the
contract was entered into bona fide for the purpose of executing
this Ordinance, subject them or any of them personally to any
action, liability, claim or demand whatsoever.
